A. State of Nebraska
To be eligible for funding from
state programs, your project must generally create
or
retain jobs in Nebraska.
Nebraska Research and Development
Authority (RDA) - Eligible applicants for
the RDA program are existing and beginning
businesses that export a substantial amount
of product and service outside the state of
Nebraska.
Nebraska Investment Finance
Authority (NIFA) - NIFA is an independent,
not-for-profit, quasi-state agency that is
designed to provide lower cost financing. Funding
is provided by issuing notes and bonds. Eligible
participants would include health care, residential
developments, certain farm property and manufacturing
plants. Business must find purchasers of the
bonds.
Industrial Development Revenue
Bonds (IDRB) - Through the use of tax-exempt
bonds, the IDRB is designed to assist in Nebraska's
development by furnishing lower cost financing
to eligible projects. All geographic areas
are eligible for this program. Generally, assistance
is limited to industrial or manufacturing projects.
Community Improvement Financing
(CIF) - The CIF program is set up to provide
funding for public improvements in conjunction
with a private development project for blighted
areas. These improvements would include: land
purchases, clearance and sale, construction
of streets, sidewalks, utilities and parks.
Participation of the local government is also
required if a CIF project is determined to
be necessary.
Nebraska Venture Capital
Network - This program is designed to stimulate
economic development in the state of Nebraska
by linking entrepreneurs and potential individual
investors and professional investment firms
through a computerized matching service. New
and existing firms are eligible for this program.
Northeast Nebraska Venture
Capital Network - The aim of this network
is to promote development and expansion of
local businesses and to stimulate economic
growth through a matching service of investors
and businesses seeking aid. New and existing
businesses are eligible for assistance. Recipients
must locate their businesses in a 20-county
area in northeast Nebraska.
Economic Development Finance
Program/Community Development Block Program
(CDBG) - The purpose of this program is
to aid the development of businesses creating
new jobs throughout the state towns with a
population of 2,500 or less are eligible.
Economic Development, Business
Development Assistance - This program is
designed to provide financial aid to help maintain
industrial and commercial viability in designated
areas. It is targeted for projects that cannot
receive conventional financing. Companies that
are willing to create and maintain permanent
jobs, expand or establish facilities in redevelopment
areas are eligible.
FmHA Business and Industrial -
The purpose of the FmHA Business and Industrial
program is to create a better economic and environmental
climate for the rural communities in Nebraska.
Priority eligibility will be given to rural towns
with a population of 25,000 or less.
Job Training Partnership
Act (JTPA) - The act was designed to develop
marketable jobs for eligible participants through
employment and training services. Training
is intended to aid qualified individuals in
finding unsubsidized, productive employment.
Skill Training Employment
Program (S.T.E.P.) - The purpose of S.T.E.P.
is to provide new and growing industries with
a skilled labor force at little or no cost
to the business. All programs are designed
in cooperation with company representatives,
leaving the hiring decisions with the company.
B. City of South
Sioux City Programs
The city of South Sioux City
can offer assistance in the form of grants and
loans. The programs are described below.
Community Development Authority
(CDA) - This program provides low cost
loans to businesses within the South Sioux
City area. Zoning priority is given to service
businesses and third priority is given to retail
businesses.
Community Block Grant Fund
(CBGF) - This program lends money to businesses
for expansion purposes. Grants may be given
for public works.
Tax Increment Financing is available
for blighted areas in the South Sioux City area
only. Contact: see South Sioux City, City Administrator
above.
Cardinal Development -
This is a non-profit organization that gives
grants for the purchase of property and makes
low interest loans for industrial businesses
located in Dakota County, NE. The funds can be
used for expansion of current businesses or for
helping new businesses locate in Dakota County.
C. Private Sources
Siouxland Initiative III
(TSI) - The Siouxland Initiative is the
tri-state economic development program of the
Siouxland Chamber of Commerce. It is a nonprofit
entity made up of business and civic leaders
in the Siouxland area. TSI can provide creative
financial assistance to help attract businesses
to the Siouxland area, help retain and expand
existing businesses, develop new small businesses
and enhance the quality of life in the Siouxland
area.
Siouxland Economic Development
Corporation (SEDC) - The SEDC is a nonprofit
corporation which administers several different
loan programs, including a micro-loan program.
The SEDC portfolio includes Small Business
Administration (SBA) loans, Economic Development
Administration (EDA) loans, Community Development
Block Grant (CDBG) loans, and loans from its
own internal sources of cash.
Mid American Energy -
The utility company actively promotes economic
development in its service area. As a part of
those efforts it has a program that can provide
assistance to businesses that are starting up,
moving to, or expanding, in the Siouxland area.
Northwest Iowa Power Cooperative
(NIPCO) - NIPCO is a generation and transmission
(G & T) cooperative serving wholesale power
to nine member rural electric cooperatives
and many municipal electric systems in western
Iowa. NIPCO promotes economic development in
its service area and actively pursues business
development and expansion projects. In addition,
NIPCO can provide land and building data, demographics
for the area, and financial assistance.
